Heather Bailey

Executive Director of Energy Strategy, City of Boulder

Heather Bailey is the City of Boulder’s Executive Director of Energy Strategy and Electric Utility Development, responsible for managing the potential municipalization of Boulder’s electric distribution system. With nearly 40 years of utility operations, finance, accounting, and auditing experience, Ms. Bailey has worked as a regulator, utility executive and consultant. Her experience includes consulting on transmission, financial, regulatory, and strategic issues for the util­ity industry, and managing various operations at one of the largest public power organizations in the country. Under a USAID contract, she provided water financial strategy advisory services to the Jordanian government. Ms. Bailey is a CPA,  has an MBA from the University of Texas, and a bachelor’s degree from Sam Houston State University.

Over the years, Ms. Bailey has dedicated her time to serving on public education, community green space, animal rescue and utility industry professional boards.  She has spoken extensively on various utility topics to trade groups, investors, education institutions, and community organizations.
